Bad reaction to ulcer treatment injections

As heading suggests. My horse has had a really bad reaction to two injections for ulcers. One in the left rump and one in the right rump. She now has to have alternative treatment. Two weeks on from her last injection, you cannot go near her rump and she ducks her rump down radically when putting on or taking off her rug.
The vet has no clue, has never known a horse to react this badly which isn’t comforting at all.
Anyone experienced anything like this?
(Have done pain killers and cold hosing)
 
I haven’t used them but they are pretty beefy injections so it’s inevitable some will struggle.

No point creating an issue/unhappy horse, just give the oral
