banned from keeping horses

hi does anyone on here know where i could find out if someone has been banned from keeping horses in the past.

i came accross somewhere on the internet by accident that gave a list of cases and what the out come was so i was wondering if anyone knows this site..............

maybe the ILPH? The only reason I say that is because I saw one on horse and hound just as I logged in.
