Barley Straw

My friends new 14hh pony's diet is a small haynet morning and night, and he is turned out a couple of hours during the day - his weight has to be monitored.
She has been told that they feed him barley straw too, is this just to nibble on as an inbetween?

She can mix it in with the hay he is allowed to have or she can feed it on its own as a bulk to keep him occupied when he doesnt have hay. Basically its just fibrous and if she can put in inside 2 small holed haynets/horsehage nets it should keep him occupied.

I think it is to keep him occupied more that anything else.
He is coming from the ILPH and was given up because the people that owned him neglected him and he was really overweight.
He was titbitted all the time and became a bit nasty and nippy.
They have worked with him for a year, his weight is now under control and his behaviour has improved, he is a really sweet pony.
