Barn style stables and tieing up

I am unfortunatly in a barn style stable, we have a centre aisle that is pretty small - now we have a certain few that insist on tieing up in the aisle - not a problem if you want your horse to be bit or constantly on the move as folk walk up and down then so be it. But what about the awkward ones that wont move their pony over, and will even walk off when you ask them to move their horse ? How do you cope with these ?
 
Move them over myself. We used to have a similar setup and it was generally accepted that if you were trying to get a barrow down etc you'd ask their horse to move over.

They were all very polite horses used to multiple handlers though, I appreciate this wouldn't be an option for everyone.
 
Without a horse - yes thats fine, but with one its impossible, as if you are far enough over to walk past a tied horse you are then too close to the other horses and we have several that take a chunk out of your horses butt as they walk past :(
