Bedding for dust allergies

My current shavings which I’ve absolutely loved have risen from £7 to £9.80 a bale.
I prefer small flake than big as it’s for a very clean horse so I can keep it quite economical with smaller flakes.
Dust is my absolute priority though.
I’ve tried another brand and although they seemed nice at first I do think the stable has gone a bit dusty so what does everyone else use successfully with allergy sufferers?
I’m not allowed paper or card sadly as that would be my first choice.
 
A lady on our yard has a horse with COPD, she said they tried everything and wood pellets are the best option.
I use the same wood pellets and they are not dusty in the slightest - we use 'pure wood pellets'

If your horse is out 24/7 in the summer however and not using the stable you may need to dampen the bed every now and again as if it's super hot they can dry up and go a little dusty but nothing major.
Mine have a small paddock in the summer and 1 has sweet itch so they are in their stables every evening so their beds are being used and lifted daily so I dont have an issues :)

I used Bedmax for my boy and pony who have asthma/ dust allergy
 
OP-just out of noseyness why no paper or card?

i have 2 on a mixture of both(i buy the card and get staple free paper shred from work occasionally) and whilst the paper shred is a PITA (blows around and doesn't rot quickly i only use it as its free) the cardboard works amazingly, its little squares which are heavy enough not to blow and it rots SO quickly so if that was the concern i can assure you it disappears when it rains! much quicker than straw or shavings.

My OH is asthmatic so we are very restricted and the cardboard is 100x better for him than even big flake shavings.
