Best arena surface for windy field

Hi we are hoping to put an arena in our top field but it is quite windy somedays and want to make sure the surface is going to stay put and not blow away , any ideas on what is best to use regards

If you can afford a waxed surface it won't blow .
I have large rubber pieces and silica sand a little escapes but very little has blown .
 
It can get very windy here, we have rubber crumb on sand and it has never blown about in the 3 years it's been down.

I have 4 kickboards instead of the usual 2 though, as I have a leaning fence design, which might help.

ETA its 2" of rubber crumb over 5" of sand.
 
Silica sand Is used in schools .
Get a copy of H and H always lots a ads in there , ring some companies and do some research .
Waxed surfaces are basically coated in a Vaseline type stuff they dont need watering and don't blow but are firm .
