Best bit for staring youngster

Can anyone recommend a bit for Young pony backed and ridden away and being very good but quite onward bound. Ground/lunge work nicely established and voice control is perfect from the ground but we are finding he is just ignoring voice/seat aids and running through the bridle on downward transitions or on turns where he doesn’t really want to turn, with mouth open, which is not a habit I want to continue. Trying to keep the contact as light as possible. He is currently in a hollow mouth loose ring snaffle with a lozenge but I’m not convinced he really feels secure in the contact and is def evading when slowing or turning. Is it just a baby thing and we just need to be consistent? Change of bit? Pop on a flash noseband for a while to suggest his mouth needs to be closed?
