I have never clipped legs and can understand why she doesn't like it! The legs are full of tiny little bones and are VERY sensitive (hence why you are taught not to use a very hard bristled brush or curry combs on your favourite horse's legs). If you're trying to clip feather, just use normal s clippers to remove the excess, and then trip with a comb and scissors as you would with a show-jumper's feathers. Here's a couple of articles to help you with both!
(clipping off excess - best vid I could find I know they're still quite small fetlock feathers haha).
(for removing the finer feather left after clipping)
I have a Clipperman Jewel trimmers and they are very quiet. They go through my cob's feathers but hers are not terribly thick. I don't clip her legs closely, just take off some of the excess to make grooming easier in the winter without leaving her with cold legs (they don't look pretty but her welfare is more important).
I use Liveryman Elements to clip out my cobs legs entirely (thick, heavy feathered, but needs them naked when the weather warms up). Quiet, powerful enough to go through the hair, small enough to get into all the nooks and crannies. Decent battery on them and the option to run them via the mains.
Thanks. I have managed to get most of her feathers off with my big noisy clippers. Now need some smaller ones to keep them under control and desensitise her so that sedation is not necessary again. She has feather mites and couldn't see what was going on under all the hair. Working on trying to apply cream now but she is very touchy about having her legs touched.
