Best combo for bit/noseband for strong leaning pone

As above what do you think is the best bit and noseband combination, bearing in mindshe is very strong and can lean for england she is small being 13.2 but has the strength and intelligence when others ride her to get away with whatever she wants. She is ridden with me in a pelham with 2 reins no noseband and can be very strong in it sometimes. She hates gags, snaffles are just to weak and have such a variety of bits i have tried a waterford gag on alll 3 rings bt she still can lean although she dosnt work on the forehand most of the time but is just so powerful in terms of muscle she has a very thick set neck and is a super showjumper it would just be nice to get her off my hands somedays and wondering if theres any reccomendations.
 
I can strongly recommend the Myler combination bit - get one from a bit bank first so you can try it without the risk of losing £100 - but I found that my mare couldn't lean on it at all and would say that it is milder than a pelham but more effective.
