Best field conditions for horse with allergy to fly bites?

My horses under side is swollen with allergy to fly bites. Just purchased him a sweet itch rug which will hopefully prevent further bites as I don't want them in saddle or girth area.

Now the dilemma -

Is it better to be in a field with trees around the edge for shelter/shade (probably breeding ground for flies?) or a completely open field with electric and no shade or shelter but less chance of flies. Can't put up a shelter in his field.

Do I keep him with 1 other horse for company or on his own to prevent damage to rug?

Thoughts please
 
Thanks for suggestion - can do the windy and not too far from sea but feel really guilty putting him in electric fencing with no shade or company.
