Best Fly Rug/Boett for Shetland?

My Shetland Joey (takes 4' rug) has quite bad sweet itch.
We have tried all sorts of things from different fly sprays and lotions, to creams and rugs.
He's had two rugs (both the same type) and they fell apart as soon as he had a minor go at them.

So really I'm looking for something abit more heavy duty or "shettie proof".
Can anyone recommend?

I have a shettieX with very servere sweet itch. Over the past 13 years he has had everything from creams to lotions to being kept in. Nothing worked until we got a boett. Expensive yes, worth it YES.
 
I'd agree, a Boett is best.

Fence the whole field with electric tape, that way he will not be able to use fences to rip his rug off. Use whatever lotion / potion has worked best in the past for him aswell as the rug. Stable him during the worst affected hours.
