Best fly spray emulsifier

I have just mixed up some fly spray for Chico but my skin-so-soft oil is seperating from the water and floating on the surface.

I have added a few squirts of washing up liquid to emulsify the solution but it doesnt seem to be working.

Any one know any ohter horse safe emulsifiers I could use??

Not an emulsifier but I use a mix of citronella and neem oils in a bottle of water and just shake it well before I use it each time. The oils still split but I don't mind that when I'm not using the spray. Works a treat IMO, and the less chemicals I spray onto him the better
