Best pony pad for toddlers?

I know its early days but having had my 1yr old on our shetland a few times (even started trotting, but obviously holding him on very securely!), currently I just sit him upon a saddlecloth but of course it moves about. There's quite a few pony pads online but which one is good? He need something to hold on to but it also needs to fit a shetland, and then ideally our 13.2hh (so cant have a tree, ideally it just needs to be a pad with a handle and stirrups). Any recommendations would be great!

Also does anyone know at what age their necks are supposed to be strong enough to carry a riding hat? He fits the smallest riding hat size now but there's no way I feel he's ready for one yet physically and I guess he doesn't really need one until I stop holding him there.
 
The Thorowgood Cub saddles have a handle at the front and a high cantle so keep little ones quite secure.. The panels are attached with velcro so can move to give a degree of adjustment between ponies too so might fit the bill.

As far as hats are concerned the Polly Hat 4 Kidz is the lightest I've come across, much lighter than a tradition hat and adjustable - although some of the websites selling them say for 4 or 5 year old we have used them for RDA riders with weak necks and they've been fine. Having just bought another I found many places out of stock but this site had them plus they were cheaper from them too:
