Best saddle to allow shoulders to move freely?

Any recommendations for saddles that allow shoulders to move freely please? (My horse is also high withered.)

Not sure I could go treeless as she has three spinal processes that are pretty close together so I need to keep that in mind but I would be interested to hear more details thanks.
