Best smaller towing vehicle

What is the best smaller towing 4x4? To tow a 16hh LW who would like to get out more.

I live in the city so hence why it would be better to have a smaller one, budget less than 2k.

I really like the Rav and father is a Toyota mechanic, so would be easy to service, but I'm not sure they are suitable, even with a lw one horse/rice trailer.....

I don't think you'll have enought umph in a rav - last time I looked they only towed 1500kg - so check that out - best smaller vehicle is the Defender - compact yet would tow your house!

My in laws have a Rav 4. The dealer told them that it was just a road car, and not designed for off road/towing....

What about a SWB Mitsubishi/Izuzu?
