Best suface for an indoor school? and worst..

Can you all tell me what you have found works best, and what doesn't. I can't afford a top of the range surface but something in the middle, preferably not sand/rubber based. I know there are various new mixtures which you can just put direct on the base without sand so I am waiting on a quote for one of those.
Preferably something that doesn't need endless watering either. A friend suggested wood chop or fibre, cant remember which but I thought this would get dusty very quickly? Also suggested to use quarry dust? Anything else?

Check the wood chips before buying as unless they are varnished they very very quickly turn in to "wood dust".

Varnished ones take a good week or so of heavy use to "bed down" and i would not canter or jump on them within the first few weeks unless you have some real heavy use in the school. You also need to check your horses hooves after riding as the wood chip (they are not chips of wood they are usually thin longish strips about 2 and a half to 3 inch long) can get weged in the hooves
