Eight is the maximum (it is wise to have fewer if novicy/jumping).
Some of the insurance companies have this rule too - and even if they don't, it would be bad practice to have more than that in a lesson, and you might get sued.

i knew it i was forced to teach 13 novice riders last weekend and i got told off because i made half stand in the middle while the other half trotted round so i could watch them all i was only doing what i thought was safe.

Dare I ask how big or small the arena was?
I think it is 8, my RS limits themselves normally to 5, 6 at a push
