BHS stages double bridle?

I've a few questions about the double bridle in the stages exam ( probably common sense) do you put the head collar around the horses neck?
do you put the head collar over the double bridle? ( I'm thinking it wouldn't fit)

With the new format as long as you can explain your actions and they are not unsafe then more or less anything is permissible. However - if you are not going to put the headcollar around the neck (I presume you mean when putting the bridle on?) where are you going to put it? If the horse is completely loose it is likely to be thought unsafe. If you are asked to leave the horse in a double bridle tied up or otherwise so it can be safely handled by others - how would you achieve that safely without putting the head collar back on? I can't see why it would not fit - double bridles are not much larger than a single bridle - just be careful not to get tangled in the bits - just as you would be careful with a gag or pelham.
 
I would think you would need to put the head collar back on over the double bridle. If you fasten the headcollar round the neck, I seem to remember that you should also undo the leadrope knot - just leave it threaded through the string. If the rope is merely passed through the string, then the horse isn't actually properly tied up - so I wouldn't want to leave it like that for too long. (But my stage 3 was a long time ago, so am prepared to be corrected!)
 
I did my stage three a few months ago. I undid the lead rope knot and put the head collar around the horses head whilst I was putting the double bridle on. I was told that you shouldn't put the head collar back on over the bridle and instead hold the horse until you are checked which is what I did and I passed with no issues.
