Big haynets with tiny holes

I keep my horses on a track system and they are fed ad lib hay, but with intake controlled by small holed nets as all are good doers and one has ems. I have hay boxes that I feed hay from with a big red and black shires net tied over the top. I also have nets tied in the trees

The hay boxes are made from pallets so are a pallet cubed in size. The shires net is the perfect size to tie around the top edge and still allow the horses to get all the hay from the bottom of the boxes as it runs low

My big issue is that the holes are too big and my ems horse is getting too much.

Are there small holed haynets (will need to be 1” holes) that are big enough?

I bought the shires soft mesh 50” net with 1” holes, figured it’d work as the shires nets are 45”, but it does open anywhere near as wide enough the shires nets are significantly bigger (mine are very old, so unless they used to be bigger and are now 45”)

The small bale sized nets also won’t open wide enough as they are designed for the dimensions of a small bale. The round bale nets will be far too big

I thought about double netting with the red and black nets, but I don’t think it’ll slow Mr Fat down enough and he has no off switch

Anyone seen anything of a suitable size PF know where I can buy big sheets of suitable net?
 
These take a whole small bale, they look quite good as you can choose either tiny holes or larger ones…

 
Amended to add I have a large red and black shire net I don’t use had it for years happy to send it to you if you can’t get hold of one
