Bit Advice ?

My 9 yr old TB is starting to go better amd is listening to my leg more. The only trouble is when hacking out I can't get him round at all. In the school after a bit of working in he goes into a lovely outline and you can tell he is really trying hard.

Whe I hack him out I just can't achieve anything near this and he just goes along head in the air. He is a safe ride and never tanks off so I don't want to necessarily put him a stronger bit ( he is in a bog standard snaffle with running martingale ) but I am wondering if there is anything I can use to stopp him leaning and lolloping about ???
