More info required about why you want to use one, the price seems in line with most of the more modern designs so if you need a non metal it is probably worth buying, if you want to just try a pelham for some reason then go for a basic metal one and upgrade later.
Just had a proper look and see they have no curb chain or lipstrap so they are going to rotate rather a lot if you use the bottom rein, which I don't like the idea of, so basically a hanging snaffle with a long shank not sure I would like the feel it will give, a pelham is fine for some purposes but I prefer a double so you have a clearer action or finding a snaffle that suits the horse.

A horse I'm considering buying is ridden in one of these for jumping, so I wanted to keep things the same. They use a padded curb strap with it.

Well in that case I would wait until you get it home and see how things go, it may be the current riders "go to" bit of choice and that with a few weeks of getting to know it you decide to try something else, I would always keep things simple with a new horse and jump at home a few times in it's flatwork bit and see how it feels unless you plan on competing immediately.

Try giving the bit bank or horse bitworld a call and see if there are any alternatives. It might be helpful for you to understand why the current owners have decided on this particualr bit and what process they went through to get there. As BP says - pelhams do have their uses. But they are not always the most nuanced of bits.
