Bit fiddlers & strong horses

If you have a horse that plays with it's mouth, tounge and bit whilst riding but can also get very strong at times what tack would you ride it in?

Back, saddle and teeth are all A okay and it is a habbit the horse has picked up from having poor teeth when a youngster.

Depends on what other behaviour it's showing and what it seemed to like.

I'm always tempted to take the joint out of the mouthpice to make it less fun to fiddle with and then I want the bit as steady as possible too so hanging cheek and if I still need brakes I'd add shanks and a curb chain with a second set of reins and end up with a pelham.

Most of the time he hacks, schools fine. If he gets nervous or excited (he can be a very spooky horse) he plays with his mouth and gets very very strong.
Dentist has noted the back of his mouth is very small so not tons of rooms for a thick bit.

I am tempted to try a hackamore with him.
