i reverted to a kimblewick with my first pony and it worked wonders!!!!!
maybe try a pelham with roundings?

A Wilkie bit is ideal for small ponies. It gives the child brakes whilst still looking neat on the pony. It doesn't alter in strength with the position of the reins and is an excellent bit. It's sometimes called a Wilkie Snaffle.
