Bit Help! Again!

Hey guys, posted recently about finding a bit to suit my new boy. He's now in a plain eggbutt snaffle and he seems comfortable and happy in it.
However when I hack out in anything more than walk I have no brakes! I'm working on his schooling which should help but I hack alot and I need something which means I can stop him. It's not in a nasty way that he's strong he's just a big boy and gets quite ahead of himself.

When you say no brakes - what do you mean?
When you ask for a downwards transition does he lean, stick his head up, snatch the reins, tuck his head in and go behind the bit ... etc?
 
I don't think he's uncomfortable. He's had teeth, back, saddle etc. done. When asking for downward transitions he just puts his head down and leans. Ideally I want something stronger for now to get his attention and make him realise he can't keep pulling and then once I have worked on schooling etc. go back to the eggbutt. He was aloud to be a bit 'cheeky' in his last home.
 
How about something alone the lines of a 3 ring gag with 2 reins. You can ride only on the snaffle rein but have the backup of the second rein should you need it which will have the benefit of an elevating action.
