Bit help?!?!!!!

Hi, I have a horse on loan and I’ve been given the opportunity to look into a new bit for him.
The reason why- he’s currently in a Tomthumb Waterford, mainly on the snaffle ring however he has a tendency to lean of the bit and become very head heavy, he’ll rush in the Trot or canter.
Things to note!- He is used in a riding school, he’s never nasty but is strong!, he always looks after his riders, we are working with him on the flat especially on circles teaching him different speeds etc, he’s a 14’2 hunk of a cob.
Ideally looking for a bit with no pole pressure, help lift him up that will still have breaks with! Remember- riding school.

Can you clarify something please.
Is he trying to tank off with you or is he trying to balance/get you to carry his weight?

Also how old is he? How much schooling has he done before?

He occasionally tanks off and becomes strong, that’s him getting bored and assuming he knows what I’m about to ask, but because of this I still need breaks when others ride him here and there. I think the heavy head is him avoiding contact sometimes and getting me to carry his weight.
He’s 12 and has done a lot of schooling.

Is he happy with the Waterford? What about trying a snaffle or hanging cheek with the Waterford

his owner thinks a snaffle or hanging cheek won’t give the appropriate amount of breaking power and I’d suggested the hanging cheek on the Waterford before. He goes beautifully in a Pelham and double reins when we’re practicing or at a show but unfortunately this isn’t suitable for people with less experience to ride him in! I feel I’m looking for the impossible.
 
have a look at a NS Universal, they are good for lifting and getting them to sit back a bit.... but I fear if he is being used in the RS you are fighting a losing battle to an extent.

Thank you very much! I’ll have a look into it. I do also agree with that, he’s not used to often but it definitely means what ever I do with him takes a lot longer to set in stone. Thanks again! X
 
If you've got the funds I'd definitely look into a bridle/fit fitter. I've used a couple before and I've found it really useful, and saves a lot of money trying different bits that may not work for your horse.
