What is the difference between a full cheek such as this:

and one of these

i am thnking of changing my loose ring french link to a full cheek for steering purposes

I dont think there is much difference other than the Fulmer (2nd one) allows a bit more movement in the horses mouth than the full cheek, if you get me?
 
The fulmer snaffle is supposed to be used with leather keepers which attach it to the checkpeieces of the bridle - this gives you better steering and a small amount of poll action.

The full cheek snaffle gives you better steering by not allowing the bit to come through the horses mouth like a loose ring can if you have to really take a pull but it also helps to guide the horse when you apply normal pressure to the rein. Unlike the fulmer it doesnt use poll action. Often a good bit to start a baby in.
 
As Solstar says, the second one, the fulmer is a loose ring so moves more in the horse mouth which is good for relaxing the jaw and making the horse salivate. Both sorts are often used with cheek keepers to keep the cheeks upright which can nullify the mouthing movement of the fulmer. David Pipe uses fulmers on his racehorses. (Without keepers).
 
The first one is a full cheek snaffle and is thus a fixed ring. Basically it's the same as an eggbutt snaffle but with the added steering. If you use keepers with it then it 'rights up' the bit in the mouth and holds it off the tongue a bit (similar to a hanging cheek or baucher). Some say it also adds a bit of poll pressure but I don't think it would.

The second one is a fulmer and must be used with keepers. This one has loose rings so will act like a loose ring snaffle with extra steering. Fulmers are commonly seen on racehorses.

The main difference is a Horse will find it harder to lean on a fulmer as it has loose rings but both give the same extra steering. Fulmers are also generally a lot heavier. Full cheeks are more popular.
