Can anyone recommend a bit for a horse who curls his tongue under. He is currently in a lozenge snaffle but has a habit to curl his tongue under and drop behind the bit.

I'd check the tongue and cheeks firstly. Your horse may have a problem top of the tongue, abscess on cheeks, might have a wolf teeth or ''blind wolf teeth'' or a kind of hook on number sixes (first molars)
A lot of horses give up this habit after dental care. So, firstly I'd call an EDT and vet (if necessary)
is he/she an ex-racer? A lot of racers do this so race horse trainers use tongue tie to solve this problem but when the horse retired starts to do this again :)

Not an ex racer but does have hidden wolf teeth but both vet and ED have said they do not need removing. Had teeth done recently and no problems, however when I got him he had awful teeth and had mouth ulcers so I wonder if this is a ha or from then? It’s taken a long time to sort his teeth out, however they’ve still said to ignore the wolf teeth currently

yes might be a habit from previous problems.
Did you explain that situation to EDT and vet ? If your horse would be a kind of breeding material I'd understand their desicision.Sorry little bit odd for me. If human hand feels a BWT, horse must feel it.
Sounds like your horse wants to protect his gumline cos feels pain when the bit hits to blind wolf teeth bulge. It is disturbing, Once bit drops down then bit can not contact to BWT. maybe the horse uses his toungue as airbag :)
(A lot of young TB and PA racers do same thing when regular snaffle bit joint hit to hard palate but that is different story)
Two professionals visit your horse and after examination if both say same thing I have to respect their desicision but I'd call another EDT and ask opinion. Generally BWT is bigger problem than WT.
If you do not try this, you can try a rubber covered bit, hope this helps.
