It would completely depend on the breed of horse and what size and shape their mouth/tongue is. You might have a 13.2 pony who needs a bigger bit than a 16.2 horse, for instance!

Put a mark just near the bowl and another where the lip ends at the other side. Use a ruler to measure the distance between the marks and you have the bit size you need.
