Is 16mm what you would call a thin mouthpiece and if so, is it still okay to use with light hands?

16 mm is thinish, yes, but that doesn't mean it's strong, in fact, for some horses it is a more comfortable solution than a thick mouthpiece.

16mm is too thick for my mare 
Her bits are mostly 14 or 12mm because that's what she seems to go best in, although for reasons I don't understand she also likes a big fat straight bar happy mouth 
I used to think that thick bits were kind & thin ones nasty, but if your horse has a big tongue and/or low palate, a thick bit might not sit comfortably in their mouth and they might well prefer a thinner one
I think this is why my horse mostly prefers a thinner bit.

My horse has a thick tongue and a low palate too, so 16mm would be to thick for her, she's in a 10mm Myler french link or a 12mm NS waterford.
