Biting the neck, why does she do this?

When I take the girls' rugs off Molly generally wants to groom Merel, Merel obliges and they stand side by side. Then Molly grabs Merel's neck and pulls up and sideways! Merel is none too happy with this and pulls away until Molly lets go and then marches off at speed. I've tried itching Molly's neck to see if this is what she's trying to get Merel to do but she doesn't seem impressed.

She's about 15, I've had her for 5 years and she's been with Merel for 2 years, I've never seen her do this ever before.

Why is she doing this?

Sorry can't really help but we find that if ours have been wearing rugs (they only do this in really bad weather) they can't wait to get to each other 'uncovered' and can get a bit fierce in their mutual grooming. It often ends in a squeal and someone walking off. They're not usually so fierce when they've been unrugged.

My gelding does this to his frineds when they play. . . they generally do it back but occasionally they dont want to play and will dart off! Maybe she wantes to play?
