It's an "American gag" or a sliding mouthpiece gag. You mostly see them on event horses, although they don't seem as popular these days - I suspect they've been somewhat replaced by combination and "hook" type bits. Murphy Himself went in one with a roller mouthpiece.

Looks like a modified american gag to me. Pretty popular, useful on strong horses though mine hated american gags for some reason.
