For steering either a full check or fulmer would be good, ones with a french link tend to give best brakes. How strong is the pony? If full cheeked snaffle not strong enough maybe a dutch gag as the big rings on this give some help with sterring as well as it being quite a strong bit. Would try a full cheek snaffle first though, you may find once the steering is helped the brakes will come easier automatically.
