first, planning permission.
then: levelling site, installing drains (not always necessary, depends on subsoil), membrane, installing stone drainage layer, vibrating rolling it completely level (by laser level), blinding layer or another membrane, surface. retaining boards or sleepers around the edges. fencing.
as for cost, it's a bit like asking how much a car costs! you get what you pay for, and the expense of the stone etc cannot be dodged unless you are already on very sandy well-draining soil, for example.
i've done 3 now, and know a lot of the pitfalls, but there's no way around the basic cost of haulage, plus the cost itself, of tens of tons of raw materials, and of having at least 2 men with a track machine for a week minimum.
for e.g. my arena 20x60 took, iirc:
over 300 tons of stone, 120 tonnes of best silica sand, 30 tonnes of rubber, £1000 worth of sleepers, £800 worth of membranes. plus haulage, plus vat.
the plus side is that it's really really worth it!
 
sorry to hyjack the post but how much in thousands, im in a lucky postion where my parents have a haulage company plus own a farm, so i basically only need to fork out for materials can you give me a ruff idea?
 
Mine was 20k odd, and had quotes between 20k and 30k. Had a very reputable and well-known firm do mine and it's fabulous and couldn't be happier. If you want to know who did it PM as they come highly recommended. Mine is 20 x 40.
