..and I can say that as I am one 
Just driven home from the Station. Busy commuter road into/out of Upminster...two cars ahead in front of me slams on brakes, I slam on brakes - to see two girls running their black/dark bay horse across the road into their yard.
Its pitch black for christ's sake! Girls dressed in Navy, very dark horse, not a stitch of hi-vis, or the sense to actually stop the traffic first before leading horse across (grazing is across the road).
It's a 40mph speed limit that leads onto a dual carriage way. People hare along rushing to get into town, home from work etc and there is barely a chance to find a gap in traffic at any time of day, let alone rush hour.
Other cars drive off, Not I...I stopped the car, wound down the window and (not so) gently asked where the fluck their hi vis was- only to be told to ***** off. Lovely. Told them they were idiots and they'd realise that when that poor horse ended up on someone's bonnet. Was told to ***** off again.
This is the same yard, that last winter, I watched a girl ride ride to around a mini roundabout, along the extra busy road in pitch black, on a black horse while chatting on her mobile, no lights or hi vis (actually probably same horse same owner).
I know some people don't use hi-vis, but I wouldn't have driven with no lights on - same principle applies surely.
Bl**dy shaking that I am so cross - needed to vent! That is all.
