Bliss allergy?

I am a long time user of chopped rape starw bedding but have used a few brands over the last couple of years. I am currently using Bliss basic having switched from a no brand chopped rape straw a few weeks ago. Almost 8 weeks ago I got a new pony and she was fine for the first couple few weeks but she has started to come up in hives which are steadily getting worse. i originally thought they were fly bites so hurriedly bought her a fly rug but they have really escalated in the last week despite wearing a rug. They are mostly on RHS of her body and confined to her trunk, there are none on her neck or legs. Her bucket feed is very unprocessed, it's just grass chaff and linseed, plus powder balancer from Progressive Earth. I'm starting to think it might be the Bliss, she was on the no-brand one to start with and the problems do seem to have started once the Bliss came and I am finding the smell to be really strong when I put a new bale in, it really catches in my throat. Has anyone else had an issue with allergic reaction to Bliss? To be clear it is not the version that is treated with citronella or eucalyptus, it's the basic version which just lists 'Trus-STEED Stable Guard disinfectant' but it still has a very strong smell.

I had one that had an allergy to a type of bedding, can’t recall what but I figured at the time it was the only change I’d made so (grudgingly) threw the bed away and went back totally to the old stuff. He was fine after. It wasn’t apparently treated with anything.
