Bloody scabs on hind legs

Anyone experienced this? They are all over his lower legs. Vet came out last week and suggested special shampoo then aqueous cream which I have been doing, but some of them look really sore and scabby others - scab come off and down to bare skin.
 
Does the horse have white legs? My horse started of with scabby very sore legs. My vet said my hose had a condition called leukocytoclastic vasculitis
 
Nope he's a black horse. SOmeone though it would be mud fever but...i am putting lots of aqueous cream on - i'm not sure if it is doing anything!
 
My mare (bay with thick black feather) has something similar. After many false starts, I have found that she cannot eat wheat in any form, or molasses. Without those the scabs clear up.
