Those that feed brewers yeast in a soaked feed, do you add it before or after soaking, and does it matter?

I tend to make up 2 feeds in the evening (grass & lucie pellets, linseed, brewers yeast, seaweed, magnesium, oil) and then soak one for the morning and then in the morning I'll add the water to the other one for the evning feed.

But, does adding the supplements before saoking affect their efficacy in any way? Would the yeast be fermenting etc?

It is easier to do it that way as it saves time making up both feeds dry together and it's easier to measure the supplements, e.g. he has 1 scoop each of the by & sw, and 3 tsps of mag ox split equally across the 2 buckets.

What does everyone else do??

Brewers yeast is "spent" as it is a by-product of the industry.

That's not to say you definitely won't get any fermentation, as there is always the chance that you will have some live cells, but it should be pretty much inert.
