If a home/landowner allows someone to run a full livery yard from the stables on their land including an outdoor school who is liable for the Business rates. The homeowner or the person running the business? Might seem a daft question just enquiring on behalf of someone buying a property but allowing a friend to run a full livery yard from there.

Usually the tenant I think.
But if the tenant fails to pay the council will come after the landlord.
 
The person running the business. It's just the same as someone renting a business unit for example on an industrial estate. The landlord has no liability to pay rates while someone is renting it from him/her. Dependent on the rateable value of the business premises, the tenant may be able to claim small business rates relief so your friend needs to speak to the business rates section of your local authority - SBRR (small business rates relief) will not be given automatically, your friend will need to apply for it - just a matter of completing a form. SBRR can only be given if your friend does not have any other businesses of her own and it depends on the rateable value (this is not the same as the rates paid - it is the amount before the multiplier is added).
