You would need to contact Bates for them. However, I would strongly recommend getting the panels replaced with wool flocking. I had cair removed from my wintec and it is awful stuff! It's all cheap plastic with sharpe edges and various foams. Really cheap and nasty. I had it removed as it was so hard and my horse didn't like it. He much prefers the saddle now it has wool flocking.

I've looked on their website but there is nothing on replacements for burst bags! I was thinking about flocking instead, so will probably go down that route.

My saddler only charged me £50 for the replacement, but I had to take the saddle to her and fit it myself. I had another quote from a different saddler to come out twice and it was close to £200. So make sure you do not get over charged. It is fiddly stuff for the saddler to remove, but other than that the job is very straightforward.
 
I have a very useful son who is brilliant with leather work - he has had the saddle apart to restitch a girth strap for me and says it is an easy part to replace, we just need the part! It seems like saddle fitters are the only ones who have access to them!
