Young horse is get a bit anxious when travelling or in new arenas, so want something to take the edge off without completely changing her. Instructor said that calmers can affect their brain function a bit so I am wary

I've successfully used calming cookies for your scenario.
I just find the horse a little more able to take everything in without getting overwhelmed by the amount of NEW that inevitably comes with travel and novel environment. And then they get used to it and grow up a little.

I found the NAF instant magicalm syringe works well for ad hoc use. You squirt it in the mouth like a wormer and my boy liked the taste of it.
