It is possible, but unlikely. I think they usually become fertile between 8 and 10 months, and I don't think they necessarily need their balls to drop to be fertile.

Yes, someone local to where I live had a mare with colt foal at foot it got it's mum in foal as they didn't bother to seperate them till late winter!!
