Can A Welding Flash Affect A Horse?

This is probably a silly question but one person i know has said this wouldn't affect my boy!!!!

I have just come back from a weekend away and my horse is kept in an american barn style stabling, while i was away my yard owner made a new door for one of his horses stables out of metal and has been grinding metal and welding about 6-8 foot away from my horses stable door.

Surely if our eyesight can be affected by a welding flash so can a horses? (not to mention the risk of grinding metal with sparks everywhere next to straw bales!!!!!!)

I'm sorry if you feel i'm being a bit thick but i want to be sure before i complain.

My horse has heart bar shoes at the moment and our farrier welds them from scratch rather than fitting the ready-shaped ones. He does the welding in an empty stable because he says the flash can hurt a horse's eyes, not to mention frightening him/her.
 
I think it wld do. I was at a yard and my stables were behind the work shop and the dividing wall was not entire and they were very unhappy when the welding occurred and seemed to be spooky after so maybe only short term but eyes are eyes in my book and all shld be shielded
