Can horses get Exzcema??

My boy has what we think is sweet itch, but he has days where he is fine & we have no itching. He also itches all year round, not just in the "sweet itch" period.
I have kind of self diagnosed him with sweet itch, I have never had a vet out to see him about his skin complaints.

He doesnt rub like a normal sweet itch horse would, its all over the body he is itchy but he doesnt go bald. He does wear a hoody but if he is having a bad day then the rug doesnt do anything & he still itches. I only have to start brushing his body with a brush & he is swaying as if I am scratching him (this is what happens on his bad days) some days he will just be fine & not be itching at all, but like I say this all year round, not just spring, summer months.
He has incredibly dry skin, even though he is on a high oil feed (& he has linseed in the feed) its very flaky, almost dandruffy all over. Its not scurfy coat (my old pone used to have scurfy coat at certain times of the year & his coat is definitely not the same)
He also gets rainscald even if a drop of rain touches his skin, so he has to wear a T/O as soon as it starts raining.

I am just wondering if horses can suffer from Exzcema??
Has anyone got a horse here that suffers with excema & what are you currently treating your horse with & what is his/her routine??
Are they turned out/kept in & are they covered 24/7 with a rug of some sort??
