A panic attack is a rapid release of adrenaline into the horses system. Its part of the fight or flight system. Its only a panic attack when it occurs at an inappropriate time.
yes. friend bought an advanced eventer who used to have them in the horsebox while going along. he's suddenly go completely mental. she thought he must have been stung by a wasp the first time, it was that bad. she'd have to stop and get him out so he didn't destroy himself or the lorry, or the horse next door...
i've also known flighty horses that will suddenly flee from nothing anyone else has seen or heard (other horses not reacting at all either.)
