can i do anything (RSPCA maybe) ? advice please

hi every one ,i'm not one to come in here but would appeciate some advice if you would be so kind :)

our next door neigbour has a dog (springer spaniel) and he barks constantly at any small noise , i can live with the noise i have a dog and don't really mind the thing i am worried about is the fact that they moved in 3years ago and we have only seen the dog once.
it lives outside in either a kennel or just the back yard and if we are up through the night we can here him wimpering/crying when he is not barking :(

our neigbours seem like nice people with kids but never have the dog out of that yard ,i think he will be well fed etc just have no life other than that yard :(

am i being soft ( my dog is asleep on the sofa next to me :rolleyes: ) i know that dogs live outside quite happily but surly this isn't right

what would you do ?

i'm thinking call the RSPCA (even though i think they are a waste of space ) but if its fed and watered they won't do anything anyway


the fact that said dog used to belong to my uncle who died in 2005 and auntie couldn't cope with him and gave him to these people makes me feel i have to do something :(
 
Not sure the RSPCA would be able to / will do anything. Aslong as the dog is fed and has water is all they seem to worry about, and by the sounds of it the dog does so I'm doubtful they would help.

Have you spoken to the owners about it? May be that'll be the best way to go or even go and see if you can see the dog to make sure its well looked after?

iv'e never seen the dog since i moved back here last year (i am an adult just inbetween houses ) and my dad has only seen him once in the 3 years they have been next door

i'm thinking i may climb up wall tomorrow and have a peek at him if i can see anything
he just sounds distrest all the time crying/whining or barking
i'm not saying they beat him as i don't think thats the case ,they just leave him there and don't spend any time with him
from what i can remember he was a lovely dog ,such a shame :(
 
Well as mentioned, the RSPCA can't do much if it has food, shelter, water.
In fairness, huffiness isn't the worse trait in the world, no point in complaining but not being able to back it up, I suppose the other thing would be to see if the dog warden could pop around and have a word?
Maybe they are older people and cannot get around as they would like to?
Maybe the dog has a health issue?
Maybe he is aggressive/scared ('naughty') and they don't know how to cope, and are embarrassed?
Is there no way he is being taken out at times when you are not in? If people were passing my house at certain times of the day they would think mine are shut away all day, but I just go out at weird times!

i will try the dog warden if i can't see anything over wall tomorrow
they are a couple in there late 30's with 2 young boys so no excuse there ,when my uncle had the dog there was no signs of agression ,he was a lovely dog but being a springer he was/is bouncy
yes i have thought they might have been going out at weired times but i have been here a year and have never seen the dog ,not once and i am at home all day some days and am back and forwards a lot
i have spoke to other neigbours and the ones that are not close enough to here the barking didn't even realise they had a dog no one's seen him

maybe it is because he is naughty as i would imagine he'd get quite exitable outside , i will try to talk to them again maybe suggest i can take him out as i'd be quite happy to as i feel so sorry for him
