A delay with planning (from crossed wired with architect) means I am toying with getting mobile stables to tide me over the winter. Our planning officer informally told us that there appears no problem with the application & it should go through without a hitch.
So I don't want to fork out for stables to then have to fork out again to replace them. When it comes to siting permanent ones in the spring...so can they be converted onto a concrete base?
 
Yes.
Check with the company you buy them from but it should be as easy as unbolting the skids that are attached to the bottom.
 
If your application is likely to be sucessful why not just choose the stables you want and then check with the company who is supplying them if, in the unlikely situation that your application was rejected, they would be able to add skids to them in order to make them mobile. That is what I would do in your situation, rather than restricting my choice to mobile stables.
