Can someone explain BD points to me? How do they work?

15. Grades of horses
Horses may compete only at the level they are graded or higher. The upper points limit for each grade
is as follows:
Preliminary 49 points
Novice 124 points
Elementary 199 points
Medium 299 points
Advanced Medium 374 points
Advanced Open to any horse

You don't - points only allocated at novice level but you can gain 49 points and still be able to compete at Prelim.
