Our shetties a wimp too. He's fully clipped but was out with a good decent TO rug with neck on and was in a right grumpy mood when I just went down. I ended up giving him a scoop of Happy Hoof just to make him cheer up.
 
Our pony was shivering but she's a total wimp, but Murph who is a big tough Irish type was also shivering. AND they both had summer turnouts out! Brought them both in for a warm. Donkey hasn't left his field shelter.
 
Meg was the same, she had her summer turnout on overnight and when we bought her in this morning she was shivering. Been out for a ride and left her in for the afternoon.
 
I went up to the field tonight to check on them and my TB was shivvering

, so got him down a 6 acre field rubbed him down with towels and put on a med weight - groomed and gave a hot meal courtesy of the kettle! and he shivvered down the hill to the stables and trotted and jogged back up to the field, very full of himself!!

I have never seem him like this in 3 years so must have been cold today, mixed with the rain and wind. I feel so bad

Actually I was calling one of my shetties a wimp before, but my pony was shivering too (never known him before) when I went to get him in so really must have got to them today
