Can you fertilise a field now?

As above, it is recommended to do a soil test to see what fertiliser you need but one source said that has to be done Feb-April or sep-dec. i have a field that was overgrazed and it has only grown a couple centimetres in a few weeks so could do with fertiliser. I am aware about testing and using equine stuff but can you really not test/ fertilise now? Any help appreciated!

Do you mean muck or granular artificial fertilizer?

Muck - no, that needs to be in winter or early spring.
Granules yes but be careful not to do it when it's going to be sunny or it will burn the grass. Wait until a good amount of rain is forecast & do it just before.

If its going to rain its worth it. I use Suregrow in spring, and then again in September on pieces that are over grazed. It takes more time to absorb than the usual granular fertiliser , not cheap, but its just about idiot proof, it doesn't burn like agricultral fertiliser,
