Since when has it been on the seller to cover the cost of a vetting? IMO the only time that's the case is when the horse is a dud and it needs a second one/further investigations. It the horse is money fair enough but for your everyday horse it's not necessary.

I have transported horses for sale to the place where the buyer wanted them vetted on several occasions. At a maximum journey of an hour I would consider that a fair ask for me to get the right home. It would depend on the price of the horse, though.

Depending on the price you are asking for this horse as a seller, and if I felt this buyer was the right home for my horse, I would be offering to hire somewhere suitable for the vetting or offer to take the horse to the buyer's vets for vetting.

Personally I would walk away from a horse at a certain price level if the seller is unable to provide somewhere for all parts of the vetting to be carried out.
